Yes, two people who are both EU citizens or residents, 64 years old or younger at the time of policy issue, and travelling together on the same itinerary can travel on the same policy.
You can be a couple (spouse or co-habiting partner), relatives or two unrelated friends travelling together.
You must add the details of all people on the policy for coverage to apply.
